Weidenfeld-Hoffman Scholarships and Leadership Program
Weidenfeld-Hoffman Scholarships and Leadership Program for Developing and Emerging Countries offers PhD Masters in Geography, Environment and International development at University of Oxford to developing countries students.
The Weidenfeld-Hoffmann Scholarship and Leadership Programme targets exceptional individuals from the transition and emerging economies of Europe’s wider neighbourhood including Central and Eastern Europe, the Balkans, the Caucasus, Russia and Central Asia, as well as North Africa and the Middle East.
The scheme supports exceptional scholars devoting their studies and professional careers to international development or environmental management and conservation.
Eligibility:
You should be applying to start a new graduate course at Oxford in any the eligible courses listed below.
You must be ordinarily resident in any one of the approved countries listed below. You should be intending to return to your country of ordinary residence once your course is completed.
You should be able to demonstrate a connection between your subject of study and your longer-term career objectives, explaining how you see your professional work contributing to the improvement of public life in your country of origin or at a wider regional or international level.
Selection criteria:
The above qualities will be assessed during the selection process, including using your graduate application form, your Weidenfeld-Hoffmann Scholarships Questionnaire and (if relevant) your interview.
You must meet the selection criteria for your course (see the Courses page for more information).
Eligible Nationalities:
Eligible candidates must be ordinary residents of one of the following countries:

These studies encompass a number of subjects offered within the University’s School of Geography and Environment and Department of International Development.

- MPhil in Development Studies
- MSc in Economics for Development
- MSc in Environmental Change and Management
- DPhil in Geography and the Environment
- MSc in Global Governance and Diplomacy
- DPhil in International Development
- MSc in Migration Studies
- MSc in Nature, Society and Environmental Governance
- MSc in Refugee and Forced Migration Studies
- MSc in Water Science, Policy and Management
Number of Scholarships:
Up to 5 offers will be awarded.
Sponsorship duration
Awards are made for the full duration of a student’s fee liability for the agreed course.
If your scholarship is offered for a course lasting more than one year, the continuation of your scholarship each year is subject to an annual renewal process based upon satisfactory academic progress.
Scholarship benefits
The scholarship will cover 100% of University and college fees and a grant for living costs (of at least £14,057).
The Leadership Programme includes:
- an annual Moral Philosophy Seminar including moderated discussions and workshops on political philosophy and leadership development;
- practical skills training in presentation, interviewing, exam and op-ed (‘opposite the editorial page’) writing techniques;
- a London Leadership Forum at the end of the academic year;
- engagement in the Institute for Strategic Dialogue’s projects and conferences;
- organisation of an annual Weidenfeld Debate; and
- numerous networking opportunities throughout the year.
Method of Application
Apply for this scholarship at the same time as you apply to study at Oxford by selecting Weidenfeld-Hoffmann Scholarship and Leadership Programme in the Funding section of the University’s graduate application form and submit your application for graduate study by the relevant January deadline for your course.
You must also complete a Weidenfeld Scholarships Questionnaire (see official website via link below) and upload it, together with your graduate application form, by the deadline, in order for your application to be complete.
If you do not apply in full by the deadline, you will not be considered for this scholarship, even if you have selected the Weidenfeld-Hoffmann Scholarship and Leadership Programme on the graduate application form.

To be eligible for consideration for this scholarship, you must be successful in being offered a place on your course after consideration of applications received by the relevant January deadline for the course.
Launched in 2007, The Weidenfeld Scholarships and Leadership Programme cultivates the leaders of tomorrow from transition and emerging economies by providing outstanding university graduates and young professionals and scholars with the knowledge, skills and international networks necessary to contribute optimally to public life in their countries and regions of origin and to build lasting professional linkages across cultures and continents.
The programme is managed by the Institute for Strategic Dialogue (ISD), a London-based policy organization. The scholarship is tenable only at the University of Oxford.
