Subject:      REQUEST FOR DEPUTATION IN ANTI CORRUPTION ESTABLISHMENT BALOCHISTAN

Please refer to the subject cited above and to state that the Anti Corruption Establishment is an Investigation Agency which requires the posting of experienced technical experts. It is recommended that the services of Mr. Syed Ahmed Shah, Civil Engineer of Local Government Department Quetta, may be placed at the disposal of ACEB on deputation basis.

Therefore it is requested that the Secretary Local Government Department Balochistan may please be requested to place the services of above named officer at the disposal of the Directorate of Anti Corruption Establishment Balochistan, Quetta, on deputation basis against existing vacancy of Assistant Director (Technical).

Subject:      APPOINTMENT OF PROSECUTORS IN ANTI CORRUPTION CASES

                   Kindly refer to the subject cited above and to state that the Appeal Cases of this Directorate go to High Court of Balochistan wherein the Prosecution Department proceeds ahead with the said cases.

It has been observed that such cases are carried out by the Junior Prosecutors that end up in relief to the accused owing to lacunas on the part of such Junior Prosecutors not being well conversant with the nature of white collar crimes as such, thereby, ending up in relief to the accused.

Furthermore, the White Collar Criminal cases require to be prosecuted on solid footings keeping in view the technicalities of the white collar crimes.

In view thereof, a consultation held with the Legal Team of this Directorate that turned up in proposing the following Senior Prosecutors to be deputed in trying Anti Corruption Appeal Cases whose names are mentioned as under:-

  1. Naeem Kakar, Additional Prosecutor General;
  2. Latif Kakar, Additional Prosecutor General;
  3. Qazi Mushtaq, Additional Prosecutor General.

You are, as such requested, to appoint the above mentioned Senior Prosecutors in preparation of Appeals and subsequent appearance in the mentioned cases of this Directorate, please.

Note:- The Investigation Officers and Legal team of this Directorate will be available in assisting these officers in the cases where required.

MESSAGE FROM THE CHIEF SECRETARY BALOCHISTAN

Corruption is as old as human history. Its levels vary from nation to nation and country to country. Unfortunately, the developing, countries are badly effected by corruption, nepotism and favoritism. A new determination has emerged in countries like Pakistan to fight and curb the corruption. All out efforts are being made by the Balochistan Government for elimination of corruption. We all are well aware that, corruption is a chronic disease if it is not cured, it will destroy everything that comes into its way. As it is said, corruption is the disease and transparency is the cure. For this we have to strengthen our institutions to cope with this menace. I urge the people of Balochistan to stand against corruption and play their role in its elimination. Mass awareness is one of the key tools in curbing corruption. Every civilian must be aware of their rights and responsibilities. And identify those persons, without any distinction of caste, creed, or status, who are involved in corruption. Moreover, our teachers can inculcate the teachings of honesty, integrity, and uprightness into the students. And, as the Ulema wield a great influence over the society; they are well respected, honored, and keenly listened to by every segment of the society; they must educate the common masses regarding their moral obligations and evils of corruption. At same time, strong and efficient Anti-Corruption agencies are inevitable to pursue and prosecute those who are involved in corrupt practices.

MESSAGE FROM THE CHIEF MINISTER BALOCHISTAN

The menace of corruption is so deep-rooted that it has debilitated the very fabric of our society. Corruption hampers the government to spend public money on welfare of citizens. Resultantly, the development process is gravely affected. Today, in Pakistan our deprivation and distress are result of corruption, misuse of power, nepotism and favoritism. As corruption has range of effects on every sphere of society, in effect, it hinders the economic growth and sustainable development. Our government is committed to overcome the menace of corruption at any cost. We are utilizing all available resources to enhance the capacity of all departments, particularly Anti-Corruption Establishment Balochistan, to play its role in eradicating the evils of corruption from the province. Anti-Corruption Department is striving to put province on right track of development for the interest of public. In this connection, the government of Balochistan has decided to amend the Anti-Corruption laws to make the institution more efficient. The government also appreciates the efforts of Anti-Corruption management for revamping the CMIS (Complaint Management Information System) to improve complaints redressal mechanism. The complaints mechanism is greatly beneficial and is recognized as a critical part of a large set of measures that ensures transparency and accountability in government service delivery. We, with the help of people of Balochistan, can surely eliminate corruption and take this nation to the acme of progress and development.

Subject:      COMPLAINT AGAINST XEN AGHA SHAH MUHAMMAD B&R DEPARTMENT BARKHAN

                   The undersigned is directed to refer to this Directorate letter No. Director/ACEQ/INV/2021/106-07 dated the 27th June, 2021, on the subject noted above.

In this regard you were requested to provide the attested record/information regarding PSDP No. 489 2020-21. TS 183542E to TS 183549E to this Establishment for further investigation into the case, but the same is still awaited.

You are therefore, once again requested to provide the same attested record to this Establishment, so the investigation in the matter may be completed.

Subject:      PROVISION OF RECORD

                   The undersigned is directed to refer to this Directorate letter No. Director/ACEQ/INV/2021/2445-46 dated the 28th July, 2021, on the subject noted above.

In this regard you were requested to provide the attested record regarding recruitment of two years Nursing Program RN BSN Two Years Degree Program Session 2019-2020, recruited by BTS to this Establishment for further investigation into the case, but the same is still awaited.

You are therefore, once again requested to provide the same attested record to this Establishment, so the investigation in the matter may be completed.

Subject:      REQUEST FOR TRANSFER / POSTING IN ANTI CORRUPTION ESTABLISHMENT BALOCHISTAN

Please refer to the subject cited above and to state that the Anti Corruption Establishment is an Investigation Agency which requires the posting of experienced police officials. It is recommended that the services of Mr. Kaleemullah, Head Constable #4795 of Balochistan Police Quetta, may be placed at the disposal of ACEB on transfer / posting basis.

Therefore it is requested that the Inspector General of Police, Balochistan may please be requested to place the services of above named police official at the disposal of the Directorate of Anti Corruption Establishment Balochistan, Quetta, on transfer / posting basis against existing post of Head Constable.

Subject:      PROVISION OF NOC FOR TOLL FREE NUMBER OF ACEB HOTLINE

The undersigned is directed to refer to the subject captioned above and to state that the Anti Corruption Establishment Balochistan is required Toll Free Number (TFN) for ACEB Hotline and it will be integrated with the server machine. As the ACEB building is situated at Railway Housing Society Joint Road Quetta (out of NTC Coverage Area) so the NOC from your good office is required for PTCL and PTA for completion of process.

Therefore you are requested to provide NOC for Toll Free Number to this Establishment, please.

Subject:      PROVISION OF INFORMATION

                   The undersigned is directed to refer to the subject noted above and to state that a complaint regarding recruitment of supervisors in Sports Department Balochistan is under investigation in this Establishment.

In this regard it is requested that the following information may kindly be provided to this Establishment for further investigation into the matter, please: –

                   The undersigned is directed to refer to this Directorate’s letter No. Director/ACEQ/INV/2021/707-08 dated the 23rd February, 2021, on the subject noted above, wherein you were requested that the Patwari, Saddar Muslim Bagh may be directed to attend the Anti Corruption Office on 26th February, 2021, along with the record for further investigation into the matter. But failed to attend the office.

Therefore, it is once again requested that the Patwari, Saddar Muslim Bagh may be directed to attend the Anti Corruption Office on 18th March, 2021, along with the following record for further investigation into the matter, please: –
